Comments from Reigate and Banstead Borough Council
The premises in my opinion, has been used historically as a sandwich bar, and fresh fruit and vegetables etc were also sold there. This used to be classed as an A1 use. Under the new use class, I consider the use of the premises falls under the 'E' use class, specifically an Ea use - which is the display or retail sale of goods, other than hot food. Whilst I appreciate there was some sale of hot food, this was more limited, so the use would be classed as Ea rather than Eb (which is the sale of food and drink for consumption on the premises).
